Does Default Values add-on impact my JIRA performance.

Practically no. 

Theoretically every add-on adds some load to JIRA, especially P2 add-ons dedicated for self-hosted JIRA.

Default Values add-on is lightweight and well designed. It adds simple java script to Create Issue page and loads defaults settings if necessary. Its impact on the Create Issue page is close to zero and equal to zero on the other JIRA pages.
